Traffic Alert – 11/21 – 11/27/24

Dear Rio Vista Hills HOA members and neighbors,


We wish to alert all residents that our landscape maintenance company, Trees for Needs, will be trimming back the trees and shrubs along all our roads. This activity will start at 8:00 AM on Thursday, Nov 21 and is expected to end in the afternoon on Wednesday, Nov 27. The crews will not be working on the weekend.

Please drive slowly and be cautious when passing through areas where personnel and equipment are present.

Dear Rio Vista Hills HOA members and neighbors,


We wish to alert all residents that, today and tomorrow, a work crew will be present near the intersection of N 296th and N 295th avenues installing a new electrical cable underneath the N 296th roadway.  The road will remain open but at times there will be equipment, vehicles and work crew members in that area.  You may have noticed a temporary cable laying across the road.  The date for cutover to the new power cable is not yet known.


Please drive slowly and be cautious when passing through areas where personnel and equipment are present.

Notice Regarding Range Cattle

Dear Rio Vista Hills HOA members and neighbors,

From time to time, we see range cattle roaming through our community. Cattle can pose a danger to humans, horses, pets and property and can themselves fall victim to injury. Cattle guards such as at our entrance are danger areas. Preventing the animals from wandering onto Hwy 60 is also particularly important. When cattle are observed in our neighborhood, please contact the following rancher who will come and remove the animals:

Please update your Rio Vista Hills Homeowners Directory as the rancher info listed at the bottom of page 2 has changed. If Mr. Morales cannot be reached, call the Maricopa County Sheriff’s office on the non-emergency line, 602-396-9288. They will assist in contacting Mr. Morales. 

We request residents to not put food or water out for the cattle. There is plenty of water in a tank not far up the wash. We do not wish to do anything to attract the animals.

Historical note: Arizona is an open range state. That means the responsibility for keeping livestock off property falls on the property owner, not the livestock owner. It is impossible for the rancher, who has hundreds of cattle spread over thousands of acres, to account for all their animals at all times. So, it is up to the private landowner with a defined area of property, to fence out livestock. The ranchers running these cattle are interested in minimizing injury to their animals and so have always been responsive when alerted to cattle in our neighborhood.

Also, for HOA residents, please remember that no poultry, swine or livestock is to be kept on any Lot, except that up to six horses shall be allowed at any one time, with certain restrictions.

Emergency Traffic Alert – 10/3/22

Cactus Asphalt has begun the fog seal process for all RVH roads, as was promised earlier in the year. Please exercise caution as road crews apply the fog seal. The process should be completed by end of day. Thank you for your cooperation.

Traffic Alert – Main Entrance Closure 9/10 4am-6am

It has become necessary to perform storm related maintenance at the Rio Vista Hills main entrance archway. The work will necessitate complete closure of the main entrance roadway to all traffic. To minimize inconvenience to our residents, this work is planned to be performed between the hours of 4 AM and 6 AM this Saturday morning, September 10.


For those residents who have no option but to leave or enter RVH during the main entrance closure, the RVH emergency entrance will be open to single lane traffic. The emergency entrance/exit roadway is located at the southerly end of N 295 th Avenue and after passing through the normally closed gate, extends on downhill to Hwy 60. Please use caution as our emergency roadway is a single lane with no room for passing oncoming vehicles.

Fogsealing Postponement

Originally scheduled for Monday, June 27, the fogsealing operation has been postponed with a target date of September 2. Cactus Asphalt informs us that the liquid asphalt sealant will not cure properly in the high summer temperatures. We have been assured that the delay in applying the fogseal coating will not affect the longevity or durability of our newly resurfaced roads.

We will send out a notice prior to the fogsealing operation.

Chipseal of All RVH Roads Begins 6/22

Dear RVH HOA Members and neighbors,

Chipsealing of all RVH roads is scheduled to begin Wednesday June 22, and will be completed the next day. Fogsealing, a coating of asphalt sealant applied over the new chipseal, is scheduled to be applied Monday, June 27.

During these operations residents are encouraged to avoid using the roads. If you must go out, expect delays and possible accumulation of liquid asphalt on tires and painted surfaces of your vehicle. Warn your scheduled contractors, landscapers, etc. not to visit during construction. Keep pets clear of the fresh asphalt. If you walk the roads, remember to check your shoes before heading inside. Asphalt on painted surfaces can be removed with mineral spirits. The contractor is not responsible for damage or inconvenience.

Cactus Asphalt performed the most recent chipsealing of our roads and has been selected this time as well. They will be using state of the art equipment and methods of application. Pre-coated MAG (Maricopa Area Governments) specification fractured stone will be used throughout the project. The binding asphalt is produced using 10 percent recycled tire rubber for added strength, increased traction, and quiet travel. Expected service life is between seven and ten years.

On Tuesday, 3/29,  thru Saturday, 4/2, one of our landscape contractors, Trees for Needs, will be working along our roadways. They will be cutting back vegetation and clearing lines of sight throughout Rio Vista Hills.

When approaching and driving through the work areas, please drive slowly, be patient and be alert to the movement of personnel and equipment. The crews will do their best to minimize delays to traffic.

Traffic Alert – Erosion Repairs on N. 296th Ave – 1/6/22

The work at the erosion sites on N 296th Ave that was supposed to happen on Monday, January 3rd, failed to occur. The work crews from Cactus Asphalt showed up, but the cement and rock deliveries failed to happen.

We have been informed that the rock delivery is now expected on January 6th . Please be on alert that work crews may be present at the erosion site on N 296th Ave on that day and possibly on subsequent days. Cactus has been unable to confirm a delivery date for the cement grout that remains to be applied to the rock spillway.

Lacking the ability to forecast these materials deliveries, we can only ask that you please be prepared for the presence of work crews at that site without notice. The Board will provide you with updated information as soon as we have it.

When approaching and driving through the work area, please drive slowly and be patient and be alert to the movement of personnel and equipment. The crews will do their best to minimize delays to traffic.
