Power Outage Alert Update for Thursday, July 29

We have been informed by APS that they have completed installation of the new power cables and intend to cut-over power to the new cable on Thursday morning sometime between 8 AM and 9 AM.  APS expects power may be out for 15 to 30 minutes while the permanent connections are made.

Traffic Alert Update – RVH Road Clean-up Delayed

Due to the severe storms in the valley over the weekend, Cactus Asphalt will be delayed in cleaning our roads.  It will not happen on July 28 as originally planned. 

We will let you know as soon as we have a new date and expect it will be within a few days.

Traffic Alert – RVH Road Clean-up 7/28

Cactus Asphalt will be cleaning mud and debris from our entire roadway system on Wednesday, July 28.  The work crew is expected to be present for the entire day starting at 7:30 AM and continuing until around 5 PM.

Residents are requested to please reduce travel speeds and use caution when approaching the workers and equipment.

Road closures are not expected; although, there may be brief interruptions to travel due to movement of equipment.

Please be patient and show extra courtesy and care to the work crews.

RVH Road Clean-up and Repairs – Status Report

As you all are aware, Rio Vista Hills was hit on July 21st with a major thunderstorm that has left our roadways covered with mud and debris with severe edge-of-road damage in many areas.  3 inches of rain fell in a span of 2 hours.  People in the neighborhood say they have never in 20 years experienced such a storm.  Since then, there have been additional downpours adding to the problems. 

Following is our status report regarding clean-up and repair actions.  Residents wishing to volunteer their assistance with these activities are urged to contact Brett Gerasim.  There is much to do.

Road Clean-up

Clean-up activities will begin later this week with most areas expected to be cleaned of mud and debris no later than Friday, July 30, 2021.  As more rain is expected in coming weeks, we anticipate additional clean-up work to be performed as needed later-on.

Cactus Asphalt will perform the clean-up activity this week and will utilize a crew with two kick brooms and two smaller tractors each equipped with a front loader bucket and a Gannon.  The tractor operators will set the Gannon to about ½ to 1 inch above the road.  The tractors will move mud, larger gravel and rock off the road.  The kick brooms will follow and will clean the remainder of the mud and gravel.  It has been emphasized that the tractor operators be very careful with the grading equipment to not damage our asphalt road surfaces.  With this crew, it is believed the bulk of the RVH roads can be cleaned in one day.  The highest travel areas of the road system will be top priority.  Second priority will be lesser traveled areas that have the most problematic debris.  There may be some roads with minimal debris that will not get serviced in this first phase of work.

Please drive with extra caution while the road debris is present and be especially careful and alert when the work crews are on-site later this week.  Thank you in advance for your cooperation and care.

Erosion Damage on N 296th

This serious erosion site is located along N 296th Avenue just up the road North of Stevens’ driveway entrance.  Sandbags have been placed around the damaged area to slow further erosion while we await a permanent solution.  Warning signs are also in place.  Traffic reduces to one lane nearest the hillside when passing this area.  Unless we have another unusually heavy rainstorm, we believe significant further erosion is unlikely at this site and we believe the lane nearest the hillside is safe for use.  Please drive with care and be respectful of oncoming traffic in this zone.

Design concepts for a permanent solution are in work and are expected to be completed by July 30.  We expect a formal bid from Cactus Asphalt no later than August 6.  Our goal is to start the permanent repair work as soon as we are satisfied with the design and related costs.  Our goal is to have all the work at this repair site completed within the month of August.

Other Road Damage and Edge Erosion

Our priority has been to have clean-up activities in place and to have design concepts in work for fixing the N 296th erosion site.  There are a vast number of additional areas along our roads where edge erosion is serious and must be dealt with.  In coming weeks we expect to have a list of these additional areas needing work and will start to prioritize and plan for those repairs. 

We will keep you updated regarding our additional repair plans and activities. 

At this time, while the costs of all the clean-up and repairs are expected to be considerable, we believe the HOA will have sufficient funds to stay on schedule with the major road resurfacing project planned for April/May 2022. The damage caused by this storm has made it even more important to keep the resurfacing project on track for 2022.

Traffic Alert – Storm Damage

Rio Vista Hills was hit this afternoon with a major thunderstorm that has left our roadways covered with mud and debris and causing severe edge-of-road damage in many areas. 3 inches of rain fell in a span of 2 hours. Most people in the neighborhood say they have never in 20 years experienced such a storm.


There is an extremely hazardous washout along the Northwest side of N 296 Ave. When driving Westbound on N 296th , as one starts down the hill at the first curve to the left there is a severe washout on the right hand side of the roadway. Barrier markers are in place to limit travel to one lane along the left-hand side of the road, the side against the hill, when going down the hill. However, the roadway is possibly very unstable in this area and great caution must be used. Please be careful to avoid driving near the edge of the washout as the roadway could collapse further. We will have an engineering crew look at this area as soon as possible. In the meantime, please use extreme caution in this area and in any other areas where edge of road washout has occurred.

Pick-up trucks and SUVs may pass most areas without issue but, because of the size of the debris and depth of mud, use of passenger cars, compacts, etc. is not recommended. If such travel is necessary, please use extreme caution to avoid damage to your vehicle or possible loss of control.


The Board is working on the issues and will first address clean-up and debris removal activities. We are seeking contractors who can, as soon as possible, help us to perform this massive amount of work. We are also seeking engineers who can advise on repairs to areas where the edge of the road has been severely damaged. Extreme vigilance is required as more rain is expected in the coming days. There may be new areas of road damage showing up and more debris coming onto the road surface.


Please use caution. Limit travel as much as possible until the road has been cleared. Thank you.

Traffic Alert for N. 293rd and N. 295th Ave

The APS contractor began excavation work for repairs to the underground cable on N 293rd avenue today, Tuesday June 29th. This will be followed by excavation on N 295th between Nicoulin’s residence and the first intersection.


Residents should please reduce travel speeds and use caution in construction zones.


Residents should expect brief power outages over the next few weeks as lines are tested and restored to use. 


Please be patient and show extra courtesy and care to the work crews. The duration of this work is not known at this time but could stretch to a few weeks.

Suspicious Intruder Activity in RVH 6/25

Over this past Saturday night, the Hatfields on N 293rd Ave reported capturing video footage of an intruder apparently trying to gain entrance at the rear of their home/hangar.  An unknown individual is visible in this footage.  It does not appear that anything was taken or damaged and entrance to the structures did not occur.  In a possibly related incident, also the same night, the Wengers further north on N 293rd have reported evidence of a foreign vehicle parked on their driveway near the airstrip.  Their driveway gate was closed and locked and so it is believed the intruder gained access via the airstrip.  So far it does not appear any crimes have been committed.  Since no damage or thefts have occurred, reports of these incidents have not yet been filed with the Maricopa County Sheriff’s Office (MCSO).  It is the individual property owner’s responsibility to do so if they feel the occurrence is serious enough.

It is the RVH Board’s policy to inform residents of concerning situations as soon as we become aware of them.  In that spirit, we recommend keeping all exterior doors, windows, garage doors, pool equipment sheds, hangars, barns and storage sheds closed and locked where possible.  Keep vehicles, ATV’s, equipment, etc., locked and indoors if possible.  

We are reminded by MCSO that most crimes are crimes of opportunity and simple precautions can do much to put off unwanted loss.

If you witness an intruder on your property or in the neighborhood in general, if you feel it is serious enough, please promptly report it to MCSO (dial 911) and to an RVH Board member.

Announcement Regarding Recent Power Failures

In the last 72 hours RVH residents and neighbors have experienced 2 extended power failures. In both cases an underground cable suffered a failure. The first failure occurred between the first intersection and the transformer at Miller’s driveway along 294th Avenue. The second failure took place between the transformer across from Nicoulin’s residence and the transformer at the first intersection along 295th Avenue.

Nearly 1/2 mile of temporary power cable has been laid above ground at these failure locations. There is one cable crossing 295th Avenue near the intersection.

Residents are asked to reduce speed and use caution when driving in these locations.

Please be watchful for APS work crews at either location. The power cables that serve our community are now 50 years old. When we receive information regarding line replacement action and planned interruption of service you will be informed.

2021 Annual Meeting Cancelled

Due to concerns over the spread of COVID-19, the RVH HOA Board has determined to cancel the Annual Meeting that was to be held at the Wickenburg Community Center on Monday, January 25, 2021.


To assure that every owner receives all the information they would normally receive at the Annual Meeting, the Board will prepare a Power Point presentation just as in prior years. This presentation will contain all the pertinent information including Secretary’s report, Treasurer’s report, Road report including spending in 2020 and budget for 2021. It will include announcement of the HOA dues and road use fees for 2021. In mid-January, this presentation package will be mailed to each owner including a cover letter that will briefly summarize the salient points of the presentation and will highlight the dues and road use fees for 2021.


Owners having new business to bring before the Board are requested to please contact one of the Board members via telephone or email.

The 2022 Annual Meeting is currently scheduled to be held at the Wickenburg Community Center on Monday, January 24, 2022.
